I think this actually is different. In the NOAA notice I saw, you're not downloading charts to your computer/tablet/smart phone and displaying them with nav application packages. You're viewing them in real time via your browser. The charts reside and remain on a NOAA website. They are, of course, current with LNMs. Features include automatic chart quilting and scale zooming. This is platform independent, and there is a list of supported browsers. I didn't try it, but it seemed like it could be interesting for day fishermen, or dinghy exploration, with cell phones. Doesn't seem to be of much interest to weekend or long distance cruisers.
