Five gallons of epoxy sounds expensive. I would just trowel half inch thick cement patching compound with vinyl that you can find in Home Debit and finish the top with an epoxy paint from Rustoleum. It is important to use cement product because it is alkaline and will keep the iron punching from continuing to rust. Maybe even using some navy gel or phosphoric acid wash to neutralize the rust before the cement.
