I run both Garmin Blue mobile and Navionics on my I-pad.  BM for active Capt.  Navionics for navigation.  Blue mobile requires a new chart purchase to update while navionics has free updates for a year and better cartography and features especially on the inland waterways.  Navionics was the only cartography that displayed the un-numbered buoys on the rivers with 80% accuracy.  Garmin, Nobeltec, Coastal Explorer,  NOAA, COE charts don't display these buoys?
Go figure.  YMMV.

My experience has been that I have only had to pay for Garmin updates annually. Intermediate updates were no charge.  Has this changed?

I don't know about the river system...I never go there. I have noticed that some times on the ICW the buoy (and other) data is not available if you are zoomed out too far. Does it show when you zoom in?  I normally run my Raymarine C-120 plotter split-screen and there are many more buoys and other features zoomed in to 1-1/2 miles than six.

Garmin BCM has no free updates (except for Active Captain data).  iTunes wants their cut.
