Questions re: Gulf Coast F-1 filter and Walbro pump.

I recently changed the roll of paper in the filter because the walbo was just clicking along instead of running continuously. Every time I have changed this element I have a very difficult time getting the old filter out. I actually had to dismantle it in the case and pull the individual parts out seperately. Even at that it was very difficult. Am I doing something wrong or are these just a bear to change?
After the change the pump still continued to just click along as though there was a blockage or a valve shut off. On checking the entire system I found nothing wrong, although I did tighten up all the clamps.
Is there a filter or something in the pump that I am missing or something else?
The filter is mounted ahead of the pump. In other words, the pump draws fuel from the filter.

Changing the roll of paper towels in the F-1 has always been easy for me. I
just loosen the top, drain off the fuel inside with the drain valve, then
remove the paper towel roll. There is a plate that screws onto the stem that
you have to remove; it holds the paper towels in place. Other than that, the
paper towels just slide right out.

I don't understand what you mean by "dismantle it in the case". The top just
unscrews with the T-handle and lifts off, then you unscrew that part that
snugs up against the paper towels, then the roll lifts out.

Assuming you have fuel flow into and out of the F-1, the Walbro may be
clogged. There is a little screen filter at the inlet that may be clogged,
although this doesn't sound likely since you're downstream of the F-1
