Unwanted Power (Surge)

Our trawler has developed a surge. First occurring on the first day of
our vacation it happened after running six or seven hours. Running at
2150 RPM, our normal cruising speed, the Perkins 4-107 sped up to about
2600 RPM and then immediately went back to 2150. 30 minutes later the
same thing. This continued happening but on a more frequent basis and
then mysteriously went away. That days journey totaled 14 and 1/2 hours
underway. The surge returned almost every day. One day we cruised 6 and
half hours pushing into a 4 to 6 foot head sea and the surge showed up
after the first 3 hours and lasted most of remaining 3 and 1/2 hours.
Once it starts it seems to come each time more frequently.  Subsequently
any journey of an hour or less produces the surge with increasing
regularity. What is this annoying added power? I'm guessing it's fuel
related but I would have thought it would die if fuel starved or
ingesting air not surge ahead. Once started it also surges at lower
crusing speeds (ie 1800 RMP) but not at the lower manuvering speeds.
