I'm glad to hear the Dovekie is in good hands at Tufts. You've raised good points
in your update on the injured bird.
However, as most CT rehabbers may not have had experience with pelagic birds,
the same principles for "first aid", stabilization apply for all species.
I cannot emphasize enough the importance of getting any injured, compromised
wildlife to a rehabilitator as soon as possible. In most cases, time is of essence.
Tufts is a long way from here, and it may not be possible to transport wildlife there
immediately, but at the very least, most rehabbers can provide timely, stabilizing
care that could improve the odds for survival.
While I don't have experience with Dovekies and many other species rare to CT,
I can easily contact the Tufts Wildlife Clinic, or other species-specific expert to get
advice to address specific needs, and provide appropriate supportive care until the
bird is stable enough for transport to a facility that has the expertise. I know of
many other CT rehabbers who would do likewise.
