CHB FILED NOTICE OF INTENT TO SUE EARLIER THIS MONTH
On April 4, CHB initiated legal action against Temco, LLC d/b/a Tacoma Export Marketing Company for exceedance concerns of their Washington Department of Ecology’s Industrial Stormwater General Permit; and the Clean Water Act’s (CWA) prohibition on discharging grain and grain dust into Commencement Bay without a CWA permit authorizing the discharge, directly threatening our environmental protection efforts along Thea Foss Waterway and Commencement Bay. Temco has repeatedly reported permit limit exceedances for key pollutants, including zinc, copper, turbidity, and total suspended solids (TSS). Zinc and copper are particularly bad for salmon fry, and are pollutants we focus on with our legal work.
Legal action is one of CHB’s most powerful tools for holding polluters accountable. We are committed to protecting our waterways, ensuring environmental laws are enforced, and defending the health of our communities. If you believe in holding polluters accountable and protecting Commencement Bay for future generations, please consider making a donation to support this critical work.

A NEW VISION FOR CLEAN FREIGHT RELEASED
We’re proud to share the launch of the Zero Emissions Trucking Collaborative Roadmap—a first-of-its-kind framework outlining how our region can transition freight and goods movement away from diesel and toward a cleaner, more equitable future. This roadmap is the product of deep collaboration across community groups, labor voices, and environmental advocates, including CHB.
We know the freight system is a lifeline for local jobs and port activity—but it’s also a major source of pollution, particularly for the frontline neighborhoods that have long borne the brunt of industrial emissions and diesel exhaust. The roadmap lays out robust, science-based recommendations that put the health of those communities front and center, while also acknowledging the real-world intersections with trade policy, shipping throughput, and port jobs.
We expect some pushback, especially around costs, from industry players and anti-regulation voices who would rather delay than do right by public health. But let’s be clear: this work represents proactive, pragmatic planning that sets our region up for long-term success. We did our part, in good faith and with community at the core, and we won’t apologize for demanding a future where people aren’t sacrificed for profit.

INVESTING IN THE GREEN WORKFORCE OF TOMORROW
Earlier this month, CHB proudly partnered with the pilot Green Stormwater Infrastructure (GSI) Workforce Training Program, a powerful initiative that’s preparing young adults of color in Pierce County for careers in the green economy. Alongside partners like The Nature Conservancy, Palmer Scholars, and the City of Tacoma, we contributed to this groundbreaking effort to build equity and opportunity in environmental work.
Our team led a South Sound Patrol boat tour for program participants, where they learned about traditional stormwater infrastructure and pollution sources across Commencement Bay, including the notorious “96ers” that discharge untreated stormwater from Tacoma’s urban core. It was a hands-on opportunity to connect the dots between environmental justice, pollution prevention, and career pathways in sustainability. We’re honored to be part of this effort to shape the next generation of clean water champions.
Our work to protect the South Sound’s waterways, wildlife, and communities is only possible with supporters like you. Whether it’s advocating for stronger protections, taking legal actions, or advancing awareness, your donation helps fuel real change.
