Nope, there is no such limitation. First, US Customs has absolute
intrusive powers to include destructive search. Their powers and the
Coast Guard's
were born in the Prohibition Era. To my surprise, the Federal EPA laws,
mirrored by the states, provide for boarding by state and local
authorities. These laws are somewhat ambiguous because they say that the
officer first asks for permission to board; but in the next sentence it
says they can board anyway. To me, as a citizen, the EPA regulations are
a clear 4th Amendment violation; but, the courts have ruled otherwise.
