Slack before flood at Hampton Roads occurs approximately 2 hours after
slack anywhere along the Elizabeth River, even miles up the river. For
example, approximately speaking, and taking the times from this
year's Current Tables, slack before flood at the Hampton Roads/Bay Tunnel
is 0400 hours; slack before flood around Portsmouth is  0200 hours, as it
is all up the river, give or take a few minutes. Since the direction of
flood is westerly from the Atlantic, then for the river southerly, why does
Portsmouth or other areas south on the river flood before Hampton Roads?.
We have our suspicions, but sure like to hear other rationals.
