How are municipalities are dealing with the homeless encampments under bridges, etc. What ordinances/procedures are being used by municipalities for controlling or removal of encampments, and more particularly, what procedures are used to dispose of the personal property when the encampment appears to be abandoned, or the homeless person cannot otherwise be found?
