It certainly couldn't have been common sense, or they would have also have
removed the requirement for the Restricted Radiotelephone Operator permit.
The fact that this "permit" can be obtained from the web site with a credit
card indicates that it is nothing but a revenue source. Years ago it was
free, but now it's fifty bucks... for nothing. And, if perchance you lose
yours, you can obtain a duplicate. The fee??? you guessed it... fifty
bucks.
At least our Canadian friends have some minimal testing required to get
their comparable permit.

The operator license is a treaty requirement I believe. I have seen a
publication that says the fee only covers the actual cost. Your mileage
may, of course, vary.
