Some of us were just discussing this. Considering who the sponsors of the Whimbrel tracking program are (The Center for Conservation Biology, The Nature Conservancy, The U.S. Fish and Wildlife Service, Georgia Department of Natural Resources, the Virginia Coastal Zone Management Program, and Manomet Center for Conservation Sciences) there will undoubtedly be pressure exerted on the island governments to start regulating/abolishing these practices. TNC and USFWS, in particular, have friends in high places...
I would suggest you contact any of the organizations involved (although TNC, and perhaps Manomet, may be the ones who can most effectively convert your voice into lobbying action) and indicate that you support any steps they can take to stop this senseless slaughter.
