Who do I need to poke about this? I setup a new-to-me laptop to use for
openscad, but I find there's no repository for Ubuntu Bionic...Help!!!

Not sure what you mean, Bionic is an Ubuntu release. I had to look that
up, 18.04.

There's no repository for Bionic in the openscad ppa.

Oops, looks like there's been a screwup somewhere -- openscad started
running out of memory during build on mips and mipsel in Debian, and
someone removed the package from Ubuntu as a result[1].
For the time being, see if you use the package from
https://launchpad.net/~openscad/+archive/ubuntu/releases. I'll upload a
Bionic version of the current release soon.

Thanks, there's also in issue reported at Ubuntu:

FWIW there is also a 2nd release critical bug listed in Debian,
which is a dependency on a not-anymore-maintained-font (!). We use
that for testing so it's a build dependency but it's also included
in the OpenSCAD archive anyway.
