For the International Municipal Lawyer's Association  - IMLA's 5 things to know for January 17th
Today is IMLA's Julie Ruhe's last day as she will be moving on to another job.  Julie has been a great asset to us and we'll miss her.

  1.  What are the effects of public sector collective bargaining?  Well, in a post by Jonathan Adler to the Voloch blog, two studies are noted.  One in Florida suggests that where sheriff's deputies were allowed to join unions, claims of their misconduct rose substantially. Another study, involved teachers and concluded that children graduating from high schools after being taught K-12 by union members were likely to earn less than their peers who were not taught by union members.  The study concludes that its "results suggest laws that support collective bargaining for teachers have adverse long-term labor market consequences for students."

  1.  Artificial Intelligence will bring a host of changes to what our society may look like in just a few years.  Coupled with predictive analytics AI already helps protect children in Pittsburgh.  Using algorithms developed for that city's child welfare service, the agency redirects resources to children most at risk and seemingly has been able to reduce bad outcomes. The key here involves decisions to direct investigative resources better not to use the modelling to remove children from homes.

  1.  The 11th Circuit recently concluded that an officer should have been given qualified immunity in a case where he used force to arrest a woman where the facts were in dispute.  To get to that decision, the court noted that an officer is entitled to use force to subdue an arrestee and in this case while there were injuries resulting the amount of force was minimal.  The case is Horn vs. Barron.

  1.  The 7th Circuit decided a case yesterday affirming a judgment for the City of Chicago and a tip of the hat to Ed Siskel the corporation counsel and to Benna Solomon who heads their appellate team.  Notably, the Plaintiff in the case seems to be a great guy to have as a client as this case involved multiple appeals of his conviction for DUI and now this appeal that among other claims sought to hold the officer responsible for an arrest without probable cause.  Yes, he was convicted and yet claimed no probable cause.  He also was unhappy with the jury verdict exonerating the officer for claims of excessive force.
