I didn't say that he wasn't answering his radio. I said that he had his name
covered so other boats had to call to find out his name and then to discuss
safe passing.
If he had not answered, I would have used the horn. Would he answer with his
horn? Who knows.
After a successful VHF discussion about passing do you also give horn
signals?

If I make contact by VHF I don't need to give a whistle signal. Never heard
of anyone doing both.
If he had answered would you have even heard the reply. Maybe if you were
approaching each other head on but I doubt the over taken vessels whistle signal
would have been heard if you were in an over taking maneuver. That's why I
prefer to make contact by VHF.
