Because arts and culture should be for everyone, no matter your address or your income level. What is Proposition 1? We call Proposition 1 Tacoma Creates. It will generate about $5 million a year to boost the city’s arts and culture. It will be accountable to taxpayers, because they’re the ones funding it. The tax increase is small - a little over a dollar per month for the average household. If it’s approved by voters in November, it will NOT be permanent. Voters will have a chance to renew it or repeal it every seven years. That right to repeal it makes sense to us. It forces us to make it work and earn its place. How will Tacoma Creates work? The program funded by Proposition 1 will be managed by the City of Tacoma’s Office of Arts & Cultural Vitality. Why? Because they have experience working with non-profit and community-based organizations. So when they administer grants, manage contracts, and oversee compliance, they’ll make sure these public funds are providing the most impact - to our youth, our residents, and to neighborhoods like yours. The proposition is written with efficiency in mind: Administration costs must be capped at 8% of total funds. That means at least 92 cents of every dollar goes straight to impacting our city. To make sure it keeps running well, an independent advisory board will be appointed by the City Council to oversee Tacoma Creates, including the development of the criteria and guidelines for funding, monitoring and evaluating the program results. What does the money go to? The funds raised by Proposition 1 are funneled to our neighborhoods through local, eligible non-profit organizations. This is for our city, so the organizations must be located in Tacoma. To be eligible, these local organizations must have a primary purpose for the advancement and preservation of science or technology, visual or performing arts, zoology, botany, anthropology, heritage, or natural history. Each non-profit must have a two-year track record of providing direct public programming. If they don’t meet these requirements, they don’t get a dime. How are the funds shared? Tacoma is known for its Museum and Theater Districts, and these pillars of the cultural arts and downtown Tacoma will be eligible to participate. They’ll have to apply and compete and can’t get more than 15% of their annual budget and never more than $400,000 a year. The goal is to diversify how this money is spent, in order to increase access for everyone in our city, no matter their income, their neighborhood, their race, or their gender. What about local neighborhoods? One of the goals of Tacoma Creates is to partner with smaller neighborhood-based organizations to make sure that the impact is felt beyond downtown and on the neighborhood level. These smaller orgs may not have a lot of staffing. But they work hard. Their local approach can create big impact right in our backyards - through arts, culture, science and heritage programs or events. To get funding, they’ll still be held to a high standard through an application process. These non-profits can apply for program and project funds up to $50,000.
