Sounds like a very interesting concept. Just a few informational
questions/comments, which I will direct to Taser at a later date.
Taser indicates effective range of 100 yards. Only if you can hit the
target. Effective range for a .12 slug from an unrifled barrel is 50-60
yards for a good shot, and at that distance you aim 12-18" higher than
point of impact.
Taser recommends a body shot. What is velocity of round at 5', 10', 20'
(more likely distances for self defense)? Would it potentially be
lethal for a head shot at close distance?
Will the electrodes penetrate heavy clothing? Is direct skin contact
necessary, or can the charge be generated through, for instance, a
leather jacket?
These, and other questions I am sure I will think up, aside, I really
like the idea, especially the combo Sealubber suggested.

NO! It would blow the flare gun apart and seriously wound or kill the firer.
Shotguns have steel barrels with thick steel walls in the chamber area.
Flare guns are die cast pot metal or plastic.
