It costs the taxpayers of San Diego, $250,000 a year to maintain their "free
anchorage." It is one big waterborne trailer park, replete with a high
crime rate and decrepit vessels. When one of these scows sinks, the
taxpayers get the pleasure of paying for it's disposal as there is no paper
trail back to the owner. I cannot blame cities that restrict long term
anchoring.

similar issue here in miami... jsut out of the marina there is a large
group of derelicts anchored... some liveaboards, some abandoned... after
Katrina, Rita, and Wilma, a number of boats ended up high and dry. Salvage
will cost far more than they are worth so they're going to be an eye sore
for quite a while.
there is even a rusty steel trawler/work boat completely dry at low tide.
that thing must weigh 30 or 40 tons and it's 100' from deep water.
the city has been talkng about a paid mooring field for years...
