The Captain is the sole judge of what is safe.
A request for assistance must be judged based upon the circumstances.

I have done both, accepted the call and turned the request down.

As someone said, there is no point in creating another emergency by
overextending yourself.

By the way, we don't do rescue work for the victims.
We do it for ourselves, because we feel compelled not to leave someone
to die by themselves, in the cold, in the dark without hope.
