I would be interested if anyone knows about the effectiveness of Michigan State's quarantine or if other university cities are following a similar course.

Tom,  it appears that Boulder amended its disorderly/nuisance house ordinance to include gatherings in violation of health orders.  Has that been effective?

All, we're exploring effective ways to manage house parties...has anyone found a solution that helps?

We did.  We are using our public nuisance ordinance to pressure landlords to try to change resident behavior.  It's a slow process and has helped some.  We are also ticketing students for public health order violations.  They get a fine and community service and it gets reported to the university.  They then impose discipline as well.

The City of Bloomington, IN issued a Mayor's executive order reducing
private gatherings within the city boundaries to no more than 15. We
have an exemption process. This is a layer on top of our county health
department's order that is county-wide and which imposes limits on private
gatherings of 50, and on commercial gatherings of 100 (indoors) and 150
(outdoors). There is a link to that order below. Our executive order was
reduced to 15 primarily to get at possible superspreader events in the
city, primarily student but others as well.

We are working closely with the university on this issue for messaging and
enforcement. The community has really stepped up to report gatherings that
look non-compliant, and both our police and the campus police are
responding to calls, depending on the nature of the gathering. The campus
police are identifying students when and as they enforce for possible
disciplinary action. The University also recently quarantined many if not
most of the IU fraternities/sororities due to their COVID rates.

Anyone doing sewage testing for dorms, sorority and frat houses, etc to catch potential outbreaks earlier than later?

Also, we have a group of Black Lives Matter people who want to have a register to vote event.  Any thoughts re voting and 1st amendmt rights and COVID19????  In Texas, the governor politics provide that there shall be no limit re number of attendees re churches yet is curiously silent re this important fundamental right.

Columbia, MO has in effect a ban on the sale of alcohol by the drink after
9:00 pm. with bars and restaurants to close to patrons at 10:00.  All
patrons must be seated at a table when eating or drinking. Must be
masked-up when not seated. No single table larger than 10 persons.  All
tables socially distanced. No dance floors. No stand up bar service.

We have seen an increase in house parties with reports of 300-500 persons
per party.  The health order limits intentional gatherings to 20 persons
without an approved Operational Plan.  University police and city officers
respond jointly to reports of house parties.  The U is using their
authority to suspend students found to be in violation.

All controls set forth in the order are subject to a waiver by the health
director after submission and approval of an operational plan.  The
operational plan must include a description of how the business/event
organizer will comply with Social Distancing Requirements, disinfection
protocols for common touch spots, identification of patrons for contact
tracing or otherwise take steps to reduce the spread of COVID-19 while
carrying out the described activities on the premises.

The city has exempted the U from its health order.  Our political structure
is that the U is an extension of the State of Missouri and thus under state
jurisdiction.  Legally, the city has the ability to regulate the U for
public health/safety/welfare, but the city has declined to exert that
authority in the past or present citing the vast resources available to the
U.  With regard to COVID-19, we are fortunate that the University of
Missouri has a school of medicine and University hospital to supplement the
regional hospital and healthcare facilities.  Our healthcare resources are
plentiful and have not been stressed during the health crisis.

The City of Bloomington, IN issued a Mayor's executive order reducing
private gatherings within the city boundaries to no more than 15. We
have an exemption process. This is a layer on top of our county health
department's order that is county-wide and which imposes limits on private
gatherings of 50, and on commercial gatherings of 100 (indoors) and 150
(outdoors). There is a link to that order below. Our executive order was
reduced to 15 primarily to get at possible superspreader events in the
city, primarily student but others as well.

We are working closely with the university on this issue for messaging and
enforcement. The community has really stepped up to report gatherings that
look non-compliant, and both our police and the campus police are
responding to calls, depending on the nature of the gathering. The campus
police are identifying students when and as they enforce for possible
disciplinary action. The University also recently quarantined many if not
most of the IU fraternities/sororities due to their COVID rates.

We did.  We are using our public nuisance ordinance to pressure landlords to try to change resident behavior.  It’s a slow process and has helped some.  We are also ticketing students for public health order violations.  They get a fine and community service and it gets reported to the university.  They then impose discipline as well.

the U for public health/safety/welfare, but the city has declined to exert
that authority in the past or present citing the vast resources available
to the U.  With regard to COVID-19, we are fortunate that the University of
Missouri has a school of medicine and University hospital to supplement the
regional hospital and healthcare facilities.  Our healthcare resources are
plentiful and have not been stressed during the health crisis.

The City of Bloomington, IN issued a Mayor's executive order reducing
private gatherings within the city boundaries to no more than 15. We
have an exemption process. This is a layer on top of our county health
department's order that is county-wide and which imposes limits on private
gatherings of 50, and on commercial gatherings of 100 (indoors) and 150
(outdoors). There is a link to that order below. Our executive order was
reduced to 15 primarily to get at possible superspreader events in the
city, primarily student but others as well.

We are working closely with the university on this issue for messaging and
enforcement. The community has really stepped up to report gatherings that
look non-compliant, and both our police and the campus police are
responding to calls, depending on the nature of the gathering. The campus
police are identifying students when and as they enforce for possible
disciplinary action. The University also recently quarantined many if not
most of the IU fraternities/sororities due to their COVID rates.

Bloomington is doing the sewer testing. The state of Indiana is actually
funding it. We have strategically targeted a number of locations that we
believe may provide interesting data. A number of them are the outfalls for
areas with lots of student residences of various types.

Katie,

We did.  We are using our public nuisance ordinance to pressure landlords
to try to change resident behavior.  It’s a slow process and has helped
some.  We are also ticketing students for public health order violations.
They get a fine and community service and it gets reported to the
university.  They then impose discipline as well.

Bloomington is doing the sewer testing. The state of Indiana is actually funding it. We have strategically targeted a number of locations that we believe may provide interesting data.
