I know what you mean, but it is pretty easy with modern test equipment now.
How much fudging of the data takes place is still open to question, but it
is so competitive now, more accuracy is necessary. The decision to add a
tower or more network capacity is increasingly difficult in urban areas:
everyone wants better coverage but no one wants the tower in their back
yard (even one of the new ingeniously camoflaged versions). In rural areas,
it is a matter of number of affected customers and the likelyhood of losing
their business. Thus the occasional passing yachtsman is not even on the
chart plotter, let alone the radar screen!
