Thanks for that information.  The website

http://www.access.gpo.gov/nara/cfr/waisidx_04/33cfr159_04.html

provides straight forward information on the government rules regarding Type I and Type III MSD and how to secure them.  In addtion the website you gave on the NY rules puts it simply in black and white what to do when you cruise on Lake Champlain (and as I now understand it Chicago Harbor).  It would behoove anyone buying a large vessel that has an installed head to read and understand what they must do to avoid problems with the law later in life.  It is not so much a matter of whether you support these laws or believe them necessary as it is a matter of being in compliance to make your life easier.
