I think you'd find the vinyl wouldn't adhere to bare wood very well, nor
the varnish to the vinyl. So, varnish first, then vinyl lettering on
top.
The next challenge will occur next year when it's time to re-coat. I
think I'd ask the sign maker how to prep the vinyl - it that's even
possible - to have the varnish stick to it. Otherwise you're going to
have to mask the lettering.

Cetoled before adding vinyl leters and cetoled on top of it one year ago and
everything is still great. What's the problem??

I've done this before. Varnish the wood sanding between coats except the
final one. Strive for a smooth, glossy surface. Apply the lettering.
Varnish over the lettering as many coats as you have the patience for-I did
about 5. I used a good polyurethane varnish, but I suspect nearly any
decent varnish would work fine. The name boards will last several years
before you will need to recoat.
