I had trouble getting into SVRS on the cbp website, as it always looked like their links to SVRS were broken. The local office told me only internet explorer works. I finally used my iphone, and the first paragraph that opened said that cookies had to be enabled, and TLS1.0 had to be on. I enabled the TLS1.0 on the laptop*, allowed my anti-virus to allow cookies, and filled out the online form, providing basic info and my decal number. Note to web managers: If you know certain requirements must be met to open a link from your visible website, post the paragraph on those conditions on the page everyone can see. Anyhow, In Florida, you must make an appt (online) and present yourself in person for an interview, with your boat papers and passport. NEXUS isn't required. *in Windows 7, IE9, it is under Tools, Internet options, Advanced, click the TLS 1.0 box.
