It's About Face Façade Assistance Program
Request for qualifications:                                                                DEADLINE 4/6/2009, 5:00 PM

The City of Tacoma's Safe & Clean team, It's About Face, is seeking qualified applicants to provide design services to a new commercial façade assistance program. It's About Face will partner with Tacoma's business community to improve blighted store fronts by offering a comprehensive, and easy-to-use, façade assistance service-at low- or no-cost to the property or business owner.

Relying on the proven belief that a clean, well-maintained property promotes safety in a community, this initiative will employ some of the practices of crime prevention through environmental design (CPTED).

The program will deliver a volunteer based painting service to eligible business properties in our Neighborhood Business Districts. It will also use the service of a qualified applicant to come up with a mutually agreed upon design or color scheme.

In the request for qualifications process, applicant will be expected to:
§      Demonstrate ability to develop simple and easy to implement design ideas for store fronts, using techniques such as
§      Painting-including preparation and possibly light construction
§      Cleaning-pressure washing either exterior façade and/or surrounding sidewalk area
§      Merchandising-window display, signage, interior space

§      Have background and practical experience in one or more of the following areas:
§      Paint contracting or sales
§      Graphic design
§      Architecture
§      Fine art
§      Public art
§      Commercial construction
§      Interior design

§      Provide information about
§      background and education (résumé requested)
§      community volunteer experience
§      client examples and testimonials
§      approximately 5 examples of 2-demensional art, photos or website design

Selection Process:
A jury of City staff, commercial property owners and business owners who represent businesses in the City's Neighborhood Business Districts (www.tacomabusinessdistricts.comhttp://www.tacomabusinessdistricts.com/) will review qualified applicants' submissions, and make a selection based on a ranking system. Personal interviews may be required prior to a final decision. More than one applicant may be successful in the process, depending on the number of façades requiring assistance.

An honorarium or stipend of $200 will be paid to the successful applicant(s) upon completion of each single service.

The service to be provided by the successful applicant(s) includes:
}    Meet and consult with the property and business owner (in some cases, may be the same individual) to determine scope of façade assistance required for the property
}    Develop color and application designs appropriate to the scope of the project (limited to paint and very light construction only) based on business or property owner's budget and expectations
}    Deliver designs for approval to the property/business owner
}    Assist on day of painting with volunteer oversight and direction
}    Photo of finished project
}    Permission to the City of Tacoma to post completed project on Neighborhood Business District website and in other promotional material

City of Tacoma, Tacoma Public Utilities employees are not eligible to apply.
Applicant must be a resident, or hold a business license, in the City of Tacoma. Applicant is not required to be a business.
