I will review this and see what's up. I'm fairly certain we had it in its own section, but perhaps it got moved in some updates to the layout. Looked into this. The instructions for other platforms are on the previous page: https://developer.thunderbird.net/the-basics/getting-started But maybe we should consolidate them. Windows is on the build page because of special instructions.
