De lamination on anything but a plywood covered structure is fairly rare. So I must assume that you have a TT with a ply deck with a coat of fiberglass over it , so the marketers can call it composite. The big question is how shot is the plywood under, a hole thru the FG will let you see & smell the ply. If water & stink comes out , the entire deck and probably deck house is shot. This is not unusual after 10 years for this type poor/ cheapo construction. If the P wood is sound Git Rot , or your own favorite brand of epoxy , thinned with about 5 or 10% alcohol , with an extra 5 or 10% of hardener can be inserted into drilled holes . Although the failed "war on drugs" makes ownership of a needle a criminal act , most large animal vets will sell the injection pumps (in horse) sizes , sans needle . There just fine for filling endless holes to "save" a deck , or house.
