Retaining Wall

I am inquiring as to any ordinances, regulations or precedent that municipalities have used to address issues involving retaining walls.  In particular, I am interested in approaches that may have been used to cite retaining wall code violations when: (1) the wall is on property A but property B receives the benefit of the wall-it supports the structures on property B; (2) portions of the law are property A and portions are on Property B.  Alternatively, have municipalities avoided addressing retraining wall issues and instead left them to be handled as civil matters between the respective property owners.  Thank you.
