A friend does this in Excel, but I've found this cumbersome.
Preferably free or cheap.

Some versions of MS Office came with Visio, which has numerous
templates. That would be one choice if you happen to already have it and
not realize it. I guess you could do it with power point but that would
be painful. Smartdraw is a $200 product that you can download a trial
version.
I'd look for an old version of Visio on ebay.

I'll echo Frank's sentiments with some qualifications.
Visio is quite capable, I've used it to do the electrical and
electronics layouts for my boat and clients' boats. The qualification is
that the program has a learning curve, and unless you've dabbled with
programs that are similar in function to CAD or those type of programs,
you may find it frustrating to use. You know what you want the end
result to be, but getting the program to do what you want may not be
real intuitive. I'm a bit of a geek, so I enjoyed the challenge of
learning it, plus I had used it in my business for years.
If you do end up with Visio, get back to me, I have many stencils
(templates for objects) that work with my old Visio2000 version. Newer
versions may read them, but I can't say for sure. Either way, I'm happy
to share them, if they don't work, nothing lost except a bit of bandwidth!
I'll email you an example of a Visio diagram off list.
