Professional Boatbuilder magazine has an article  in the December/Jan 2004 issue
on Lightning  written by Nigel Calder.
In it he says that in recent years  raging controversy has erupted concerning
the nature of lightening strikes and the means to prevent or mitigate it.

Apparently the  academic community  are quite clear that dissipators  don't work
as advertised.
He pointed out that in 2000 the NFPA  ( National Fire Protection Association )
decided to withdraw its standard on the grounds  that there was insufficient
science to  support it. They were however  pressured into restoring it  by a
variety of authoritative bodies.

Which just goes to prove  this is still as much an art as it is an exact
science.
