Pilotage for foreign yachts

You won't find it in the fed regs.  Foreign vessels and US
vessels sailing under registry documentation must use state
licensed pilots if a pilot is required. Furthermore, those
regulations are set by each state, not the federal government.
On the other hand, US vessels sailing under coastwise,
fisheries, or recreational documentation can use federal pilots
if they are required.
