Solicitors:
We are gratified that use of the listserv is on the increase. Here's how we suggest the listserv's usefulness to you can be enhanced:
The listserv is extremely easy to use. Type in or copy the email address, pmlsolicitors@lists.imla.org , when you wish to send out a message.
Reply to the email when you want to send a response. We encourage sharing responses with everyone on the listserv, rather than responding directly to the initial sender. This has several purposes: (1) encouraging broad discussion and dissemination of information, and (2) saving a responder from duplicating information already provided by another solicitor. While "reply to all" in email exchanges is often a very bad idea, replying to the email address of the listserv is strongly encouraged.
Appropriate subjects include the following, but almost anything that you can think of is fair game:
You have a question concerning a statute, a constitutional provision, or a regulation
You want to request sample policy statements, regulations and the like that have been developed by another municipality
Litigation is threatened or has been filed that appears to present a problem of broad import, affecting many other municipalities
Litigation has been filed in multiple jurisdictions and there may be benefit in securing joint counsel
You have an operational issue and want to know, in the absence of clear legal direction, how other municipalities have handled the issue
You want to secure outside counsel and want to know what firms have been used in similar cases
You are looking for a particular consultant or expert witness
This is needless to say far from a complete list of uses to which the listserv can be put. As we have pointed out, the county listserv is actively used by county solicitors. By my count, the county listserv has covered about 18 topics in the last three months. The solicitors and assistant solicitors on our listserv represent municipalities at all levels - cities, boroughs, townships and towns. Most problems, concerns, issues, and the like will not be dependent on a particular code but will instead be universally applicable. There is great potential in the sharing of information among yourselves.
Please consider use of the PML listserv. Feel free to contact me if you have any questions.

Let me add based on other listservs that municipal lawyers use around the country. Sometimes you may want to ask a question anonymously. If so, you can email me directly or Bill Warren and we can submit the question to the list on your behalf and forward responses to you. Bill is probably a lot more busy than I am, so feel free to try me first. Answering anonymously is more complicated but if that’s your pleasure, you can send me the answer and I’ll try to remove identifying information. Happy New Year everyone. Chuck
