Almost anything that disables the operation/pumping of the head or makes it
otherwise inaccessible is acceptable.

On one corporate yacht I ran, I just drilled into the DC main panel and
added an ignition key switch that I wired into the discharge pump motor
line. I'd keep the key switch off, and of all the CG boarding teams that
came on board (several), only one asked about the head discharge. When I
showed them the key switch in the power line they were happy.

Remember, the regulation calls for you to "secure each Type I or Type II
device in a manner which prevents discharge of treated or untreated sewage."
The methods listed are SOME acceptable ways, but are not all inclusive. Any
additional method (e.g. removing the fuse from the pump power line, locking
the head door with any type of key or combo lock, etc.) that meets the
quoted criteria is just fine.
