While I am not in favor of this proposal I think Homeland Security is not trying to scare us but to look for ways to protect us.
If the id proposal was in effect it would become apparent that they might catch a terrorist before they did damage especially if they were in a stolen boat as the id wouldn't match up.
It would be beneficial to recreational boaters in that when boarded and all the id's matched up they might not have to search the boat so thouroughly and the boater could be on there way sooner.
This is a conceptual proposal, not likely to be implemented but it does give HS a chance to hear from all of us out on the water and my give them valuable insight into the problem.

This is another power grab by the HS folks. Most of what they do is just
for show to the average citizen, so it can be said that they are doing
something. If they would only turn this into a police state then they could
keep track of all of us. They know who the terrorists are and it ain't us.

By the way, I am in favor of a National picture ID card with home address,
one that is impossible to forge, for all legal residents of the USA. That
will root out all of the illegals that are in our country. The government
knows where we live anyway, through our SSAN and our tax returns.
But, I know that many of you think that is a further infringement upon our
freedom. It, in my humble opinion does not do so. What do you all think?

actually cruise full-time, we don't really have a reliable home address. If
they take PO boxes, I guess that would work, but genuine liveaboard
full-time cruisers are seldom at any printed address.

One thing I learned early-on in full time cruising; you need a home address
to give to various government and corporate powers. You don't really want
to have to explain the cruising lifestyle to these types, and it wouldn't
help, anyway. The nearest lifestyle most of them are aware of is a
homeless person, (probably insane, a drug addict, and a criminal), and you
don't want to be treated like one.
For 8 years I used my parent's address in Orange City, FL. If you don't
file a change of address with the post office, you won't get much junk mail
there. But a real address is necessary for such things as boat registration
and drivers license renewals.

My Cal Drivers License lists my PO box as my address. My U.S. Documentation
for the boat lists my PO box as our address. For the few who ask about it,
I simply explain that the US Post Office does not deliver to individual
slips in our marina, since they don't have keys to access the place; so we
use a PO box. That seems to satisfy everyone, except FedEx and UPS drivers!

It does help to have an actual house somewhere, maybe rented out. However,
you can get by with a UPS store address. Since it IS a street address, it
seems to make the authorities happy. I list mine something like:
2149 Marina Bay Dr.
#123-456
and that satisfies everyone, where the first numbers are the suite and the
second are my box. Works much better than a PO Box, and they will ship and
receive FedEx, UPS, motor freight, etc. and forward mail and packages to you
as well while you're out cruising.
