Are you really certain the paint is on the surface?  Can you easily
scratch it with a knife blade?  If you can then the foam Easy-Off should
work, but if you can't then your trouble is just beginning.

On our boat the prior owners had the name painted and then a clear coat
sprayed over top across the whole transom.  We had trouble finding anyone
commercially willing to touch the project.  The independent people all told
us how simple it was, but they wouldn't take it on due to EPA spray booth
restrictions.  The big yards with the appropriate painting facilities
either refused to touch the job or wanted $1-2K to just remove the old name
and clear coat the transom again.

I was willing to wet sand the coating and the paint off myself, but I
didn't want to try to repaint the clear coat.  (My painting skill is
restricted to areas that nobody will be able see afterwards.)  We finally
decided that we had enough "real" projects on a new boat without getting
bogged down in this one and that the original name could be lived with for
the moment.
