I finally was able to speak to a person at NVDC. To submit multi year documentation "on-line" and pay with a credit card, one: Completes the CG-1280 form... Scan it back in as a PDF. Complete a CG-7042 "authorization for credit card transaction" form. Save it as a PDF. In the "amount of charge" box, one enters $26 times the number of years (up to 5 years) one wants to document the boat. email both forms back to VDC-PF-NVDCRENEWALS@USCG.MIL Because the e-mail is not secure transmission over the Internet, one may choose to use USPS mail instead.
