I have finally acknowledged the need for help!
I fitted a new full set of Aqua Signal Series 50 Nav lights and replaced
supplied bulbs with 24v LEDs. All work well except the stern light.
Voltage at the pins on the bayonet fitting of the stern light is the same as
all others at 27.4 v. The stern light bulb lights with only on two LEDs on
the top (total LEDs 5 x 4 vertical and five on the top). The conventional
bulbs supplied with the lights do not illuminate.
Switched polarity on the bulb holder; neither conventional nor LED lit at
all
Replaced the white LED stern bulb with the red LED port bulb and it lights
the same, two LEDs on the top. Fit the white LED stern bulb in the port Aqua
Signal Series 50 Nav light and it lights all LEDs.
Ordered and replaced both the bulb holder and the LED stern light with no
change in outcome.
Any ideas where I look next?

My guess (with no experience with these LED lights) is that the LED
"bulbs" are three-terminal devices - probably the shell is negative, and
the two pins are positive. (I'm assuming from your description that the
lamp base has two contacts in addition to the shell.)
