My Chart supplier says that the Canadians used to provide their charts for free, but in the last couple of years they have decided to copyright them and charge for them.  You can now only buy them from a Canadian supplier (new ones) and pay the royalty....so that is why they are not included in any NOAA package.

There is a way to get the latest NOAA set (all 2000+ charts) and a set of
Canadian charts. Go to ebay. There are two guys selling chart CDs and also a
Navigation program (Seaclear II). One has the complete NOAA set ($50+
shipping), the other sells Inland waterways and Canada (prices are around
$25/area). Load them onto your laptop, plug in a USB GPS receiver (website of
company that sells them
