I s'ppose Jacksonville has what you want by way of shopping, cultural activities and marinas.  But, Jacksonville is south of 31 degrees North latitude, so boat insurance will be twice what it is above 31 degrees.  If you're OK with the seasonal temperatures in Jacksonville, consider Brunswick and Savannah for better insurance rates.
