Because the locks, bridges and shore stuff all have licenses. Which they
are supposed to use their call signs, not always done.

It's not limited to ship to ship communications. You can communicate with
any other licensed station including shore facilities such as Coast Guard
stations, marinas, marine operators, etc.
Back when we were all required to have station licenses, you could even
communicate with me when I was in my car, which had a licensed VHF shore
station in mobile service.
