Yup you can cover the boat with flags and bunting. That wasn't the gist of
Scott's and other post on the subject tho.
The State, aka country, of the boats documentation must correspond to the
flag being flown in the place of highest pecking order i.e. the stern.
There are many flag guidelines few cover 100% of the rules but this one is
not bad, IMHO.
