Since when can John Doe, citizen, sue a federal agency like the USCG for
damages or liability? If so, provide some case history.

that with blood on the deck and seawater in the bilge, someone like

These people aren't stupid, nor are they hidebound by arbitrary
rigidity.  They are restricted by lawsuits brought by local

salvors who whine about unfair competition.  And they are
restricted
by their own legal dept, who know full well exactly where their
liability lies, and equally well just how greedily and ruthlessly

ungrateful public will sue their butts off.  So they have an
approved
process which they must follow, and they do.  To a not
insignificant
extent it is hundreds and hundreds of people - perhaps people just
like you, Jim -- who have barricaded the Coast Guard into the
corner
from which they now - to their everlasting credit - still try to
save
some lives.

I have personally had at least two occasions where the boat had a claim
against the CG. These were for damages to the boat or equipment. The CG
commanders offered to pay. In both cases the owners told the CG to
forget about it. The CG carries insurance which for small amounts a
claim can be filed and will be paid relatively promptly. In both cases
the damages were small and were fixed in conjunction with normal
overhauls for minimal expense. If done separately would have cost quite
a bit.

But, there have been cases here at Columbia River where major claims
have been filed, like when a charter boat was towed, rolled over and
several people drowned. This was about 35 years ago in the dark.
