Description: Two positions are available to support FirstNet’s Network Program Office (NPO) in Boulder, CO. The NPO will manage a $6B contract with AT&T to deploy a Nationwide Public Safety Broadband Network. The Project Managers will be responsible for all aspects of project management, from project initiation to project completion, including a wide range of tasks associated with the Task Orders under AT&T’s IDIQ contract (e.g., resource planning, scheduling, budget management, and risk management).

Position Title: Project Manager – KEY PERSONNEL

Level: Senior Consultant or Associate

Clearance: Not required

Start Date: June or July 2017

End Date: May 2022

Location: Boulder, CO (full-time on-site required)

Requirements:

•                    5+ years of proven experience managing cross-organizational, multi-stakeholder projects

•                    Demonstrated ability to manage a portfolio of projects and prioritize activities appropriately

•                    Solid understanding of project management techniques, methodologies, and best practices

•                    Proven experience with program or project management for multiple, large-scale projects under a well-defined project management methodology

•                    Strong experience interacting with customers while delivering projects on time and under budget

•                    Experience developing resource plans, budget tracking and forecasting.

•                    Experience in managing a portfolio of projects to achieve target scope, schedule and cost

•                    5+ years of proven experience managing project activities, conducting reviews, managing risk mitigation and change control processes, and communicating status to FirstNet

•                    Experience in leveraging strong business and financial acumen

•                    Experience managing project activities through influence, but without direct management authority

•                    Demonstrated ability to manage a portfolio of projects and prioritize activities appropriately

•                    Solid understanding of project management techniques, methodologies, and best practices

•                    Proven experience with program or project management for multiple, large-scale projects under a well-defined project management methodology

•                    Strong leadership qualities and organizational skills as well as the ability to adapt quickly to changing priorities, assignments, and roles

•                    Demonstrated ability to succeed in a complex organization where the ability to discover and internalize diverse stakeholder goals is critical to brokering solutions that are in the best interest of the organization as a whole

•                    Excellent verbal, written, and presentation skills; in particular, demonstrated ability to effectively communicate technical and business issues and solutions to multiple organizational levels internally and externally

•                    Independent judgment and mature decision making skills to deal with projects that often have enterprise-wide scope and may have significant financial and compliance implications and impact

•                    Solid analytical and problem solving skills

•                    Ability to work independently, yet seamlessly integrate activities with other teams when needed

•                    Well-honed influencing skills; ability to negotiate and gain consensus between organizations where competing priorities exist

•                    Proficiency in the use of Microsoft Office tools (Word, Excel, PowerPoint, Project)
