By way of introduction I am the City Attorney of the City of
Gainesville, Florida, home of the University of Florida.  I am pleased
that Chuck Thompson has reactivated a university cities group that had
been active ten plus years ago.  At his request I have offered to be the
first moderator of the group.

I currently serve as the IMLA Florida Chair and became an IMLA Fellow
last September.  I am also board certified in City, County and Local
Government Law by The Florida Bar.  I served as the Chair of the City,
County and Local Government Law Section of The Florida Bar almost 10
years ago.  I currently serve on The Bar's Attorney Client Task Force,
and serve as the chair of the Public Sector Subcommittee.

The University of Florida is the main economic engine of the City of
Gainesville with a student population of approximately 52,000.  Santa Fe
College also has an in-city campus with the main campus adjacent to our
city limits.  Approximately 15,000 students attend this College.

We have prepared and adopted a number of ordinances regulating the
rental of single family residences including limiting the number of
unrelated persons who can occupy the home.  We also regulate front yard
parking.  Our police department deploys a "party patrol" on the weekend
to address off campus parties.  We are currently looking at prohibiting
under age persons in alcohol beverage establishments where there is
recurring under age drinking problems.

I have asked Chuck Thompson to make a room available for us to meet at
the Mid Year meeting in Washington on Sunday morning.  Additionally I am
asking Chuck to schedule a phone conference so that we can discuss some
of the operational issues of this new Group.
