Could someone explain how to download the Java app at this site so I can
browse the charts geographically? I have a Dell laptop, Windows XP, home.

Thanks for your comments on NOAA's On-Line Chart Viewer. We really
appreciate all the feedback.
You might want to try another new product we're working on called the
BookletCharts. After a period of open public comment, we'll decide
whether to make them a full-scale NOAA product, in which case we'll do
the entire suite. No date has been set. During the comment period, we're
only keeping the BookletCharts up-to-date sporadically. The URL is
www.NauticalCharts.gov/bookletcharts.
Also, about 6 months ago we began distributing the Raster Navigational
Charts and weekly electronic updates for free over the Internet. These
are the raster charts we developed collaboratively with Maptech. They
are in the popular .BSB format that is used by many electronic
navigation software packages. The download trail begins at
http://nauticalcharts.noaa.gov/mcd/Raster/Index.htm.

I just went though something similar, so the following may help.
If you have Zone Alarm on your computer, open the Zone Alarm Control
Center and go to Privacy, then Main, and click on Cookie Control,
then on Custom. Turn on Privacy Advisor.
Then, go back to the website and attempt to download what you want.
If Zone Alarm is blocking what you want, Privacy Advisor will tell
you. When you click on More Details, or whatever they call it, Zone
Alarm will put the cursor over the object that is blocking your desired action.
In my case, I was trying to look at Yahoo's Map Beta. The basic maps
came up fine, but not the Beta Map page. ZA was blocking it, and,
since Privacy Advisor was now turned on, ZA put the cursor over
i7.ebayimg.com when I clicked on More Details. When I clicked off the
red X in Mobile Code, the Beta map page came up fine. I would never
have guessed the connection!
