Is it safe to cut a hole in the top of diesel fuel tank without removing the
fuel?
I recently bought a Shamrock 200 cuddy cabin inboard diesel, with two 26
gallon fuel tanks. The boat was made in 1984. I also own an Atlantic 30 LRC
built in 1983. When I used a Gulf Coast fuel polishing system on the two 100
gallon tanks, I filtered out a couple of gallons of black diesel sludge. I am
sure the fuel in the Shamrock is also this dirty. Unfortunately, there is no
fuel gauge on the Shamrock so no fuel sending unit access; the only access to the
two tanks is through the fuel filler hose. This is insufficient access to
clean the fuel / tank. My intent is to drill a hole to fit a fuel sending unit,
and also use that access hole to polish / clean the fuel / tank.
Would appreciate your input.

Safe to cut holes in a diesel tank? Sure, I've done it many times using a hole saw. If you are unsure about doing it, empty it of fuel and fill it with water in order to displace any fumes. I've had welders weld on diesel tanks, they empty it and then fill it with noncombustable gas. It has not mattered what the material is, I've done it to stainless, regular steel and fiberglass.
