I got my first MMSI number from Boat/US and then I got my second MMSI
number from the FCC. I called Boat/US and they changed their number to
match the FCC number so that now both are identical. I am able to get MMSI
information from Boat/US by going to
https://www.boatus.com/mmsi/mainmenu.asp. How can I check the FCC to
confirm that they have the correct MMSI number and information filed?

When I sold my last boat, I transferred the MMSI number to the new
owner, and got a new number for my new boat. Some radios only allow one
MMSI entry attempt. The new owner was not "MMSI Aware" so I had to
explain it to him, and he had to call boat/us to confirm the transfer.

Are the correct forms to use to obtain the federally issued ship's radio
license and MMSI number the FCC Form 605 and 605b?

I certainly agree!  I've been able to wade through the confusion only by
talking with them on the phone (more than once, for sure).  It's been a
few years since the last time, but if I'm not still mixed up on this,
form 605 is for the Restricted Radiotelephone Operators permit - your
personal license, good for your lifetime - see:

and also for the Ship Station License - good for ten years - see:

http://wireless.fcc.gov/services/index.htm?job=licensing&id=ship_stations

It seems to me that form 605 schedule B is what you use to get the MMSI,
but without calling the FCC folks I would not bet very much that I've
got that right.

You will probably also need form 159 to make payment of the fees.

IIRC, you may have to obtain a 10-digit FCC registration number (FRN) to
do any of this.

I think you are right on all accounts.

Gordon West did a step-by-step guide several years ago walking through this
and Shakespeare still had a copy on their website:

Helped me a lot when I did mine a while ago.  This was written several years
ago, though I do not think the FCC site has not changed that much and these
steps still apply, but there may be a couple of small differences.

And on the MMSI number:  When applying for the FCC Ships Station License, if
you have an MMSI number already from say Boat-US, ignore it and ask for a
new number as the Boat-US number will not work for the FCC purposes.  IF
however you purchased the boat and that boat had an FCC issues MMSI number
already assigned to it, then do enter that number to get the contact
information updated in international databases. (Here step 29 on page 4 is
incorrect - you only enter a prior MMSI number if it came from the FCC, not
Boat-US.).  And remember also, the MMSI number goes with the boat - not the
person.  So you should NOT reuse a number YOU got for your prior boat!  The
FCC instructions give somewhat good guidance around this topic.

You can search your FCC issued MMSI number here:
http://www.itu.int/online/mms/mars/ship_search.sh

This, BTW, is a portal into THE international database of MMSI numbers that
is updated by the USA for US registered ships.  And the primary reason why
one cannot use a BoatUS type number outside the USA - as BoatUS does not
have authorization to update this database.

As I understand it, the procedure for all response agencies worldwide to 1st
use the international database and if not found, they can optionally search
any local database - ala in the USA they can choose to search the US ones
like BoatUS.  But it is not automatic, and any agency outside the USA (say
Canada) likely will not have access to those US only databases - and likely
would only search their local ones (ala Canada only ones) if they did a
separate search.
