My personal view has been that the Governor's declarations and orders carry with it the inherent authority to suspend and modify statutory and other requirements. See also 35 Pa.C.S. section 7501(d). But do we really want to spend the next two years litigating that issue? Rhetorical question. The legislation is most welcome.

Construction, unless it is an emergency, is not to be going on, and the particular municipal office that this relates to, except for essential staff, is closed.
Also, how is anyone dealing with building permits?

I think the bill may be missing the word ",hear" at the end of line 28 in Section f.
Also, it doesn't seem to help in a situation where the length of time between regular zhb meeting is 30 days (as usual) and more than the number of days that the disaster declaration is/was pending. (This is separate and aside, of course, from any inherent authority to delay hearings).
