There was no request for leave to appeal filed with the Pennsylvania Supreme Court and the decision is therefore final. Unfortunately, the Commonwealth Court declined to direct that the opinion be reported, notwithstanding its importance to Act 47 and Home Rule municipalities, and to those municipalities which may wish to pursue either Act 47 recovery or Home Rule status in the future.
