Tom,the Gulf Intracoastal is inland from the mouth of Galveston Bay to the
Rigolets about 35 miles east of Harvey Lock.  As far as I know the  slick
has not reached up into this area, it has not come into Houma,  Mile 57 WHL,
where I keep my boat. If we have strong south winds for a  while this could
change,
The Mississippi Sound is more not as sheltered  from the Gulf, I think you
would have to check with the Coast Guard  or  Corps of Engineers to find
the status of that area. Maybe Marge in  Fairhope will have news of the Sound
and Mobile Bay.
Houma is a good stop along the way. The municipal marina is not  expensive.
Good Luck
